Is Slovenian close to Croatian or Serbian?

Genetically yes, all three are South Slavic languages. But in practice, Slovenian is not mutually intelligible with Croatian or Serbian without study. The differences in vocabulary, phonology and grammar (notably the Slovenian dual) are significant. Slovenians generally understand Croatian better than the reverse, due to media and historical proximity.

What is the 'dual' in Slovenian, and is it hard to master?

The dual is a distinct grammatical form used to designate exactly two people or objects, neither singular nor plural, but a third form. In Slovenian, 'midva greva' (we two are going) is different from 'mi gremo' (we are going as a group). It's an archaic grammatical feature, very rare in modern languages.
