Are Welsh consonant mutations really that complicated?

Mutations are one of the most surprising aspects of Welsh, the same word can begin with different consonants depending on its grammatical context (after certain words, 'b' becomes 'f', 'p' becomes 'b', 'c' becomes 'g'…). There are three types of mutation. At first it is disconcerting, but native speakers use them instinctively. Is there really a Welsh-speaking community in Argentina?
